Prevent Windows 11 from enabling Efficiency Mode in Chromium-based browsers

Although useful, Windows 11 tends to not respect your own Efficiency Mode settings and turns it back on for processes that you disabled it.

For Chromium-based browsers (Vivaldi, Brave, Edge, Chrome), add the --disable-features=UseEcoQoSForBackgroundProcess argument next to the web browser's path. Restart it and profit.
